[Submissions_heralds] required signatures for incipient group petitions?

Well, since an incipient shire is sponsored by another group, usually/always? a barony, I could argue that they did have a ruling noble! I'm good at arguing both sides...   That's why I said I couldn't find a definite answer. :)
