[Submissions_heralds] A "how do I enter *this* in OSCAR?" question

...I think we're getting too hung up on procedures, here.

If they send something saying "This is what we want to do - the intent
is that mom gets device A which son currently has, son gets device B,
which is a new submission, and yes, we know it conflicts under our
rules", then I see no reason we can't accomodate them.

Enter them as separate actions in OSCAR - it's built to handle a name
action and a device action, not a device and a 'something else'.  If
it gives you problems, please let me know.

My experience and expectation is that items on a single LoI are
prioritized in the order they appear on the LoI, not by what type of
action they are - but this was back in the paper days. OSCAR enforces
a particular ordering for an individual submitter based on the order
in which I entered types into the system, so the order of a sorted LoI
is not entirely up to whoever is building the LoI.
