Especially when the first submission was essentially without any
documentation whatsoever.

On the other hand, sometimes what gets sent up is, if not up to the
standards we demand, the best that they can do with their resources
and their knowledge.  Summarily returning it a) won't help if they
aren't going to come up with anything better on their own, b) may
needlessly perpetuate the perception of heralds as meaniepants, and c)
may not be in their best interest.

I know that when I was an SH, I more than once sent things up (resub
or new, rather than appeal) that I couldn't fully document (with
pleading notes) because I had a good suspicion that somewhere out in
the CoA, there was someone who had better books than me.  The ultimate
obligation to document falls on the submitter, but there's nothing
that says we can't help submitters and each other as heralds by
helping document stuff that they lack resources and knowledge for.

Having skimmed their documentation, I have doubts that it would stand
up; Juliana provided earlier some hints one where to start looking for
better documentation. There's other places you could ask around for
help, if this list isn't the right one.
