There are two reasons; the first is tradition, the second is size.  
First, some people prefer to work from black and white (these are 
doubtless the same sorts of people who insisted we didn't *need* 
drawings at all when that was instituted).  Second, the scans in OSCAR 
are generally smaller than what Laurel sees, and sometimes details are 
more clearly visible in the black and white at small resolutions.
