I am not an authority but I read it as, yes, you would need to start the
black and white emblazon too.
What I want to comment on really is that no, having both the black and white
and the color emblazon is _not_ twice the work. With reasonable organization
it takes about 10 seconds more per submission. I personally don't mind
spending 10 more seconds to give the submitter a higher chance to see the
submission go through. YMMV
