[Submissions_heralds] Submitter seeking protection of the arms of Maxwell

One creates a Letter of Intent to Protect, just like a LoI, outlining
why the armory in question should be considered important enough to
protect. It goes to Laurel and gets the same commentary,
consideration, and ruling as any submission.  Siren has two LoItPs
currently in OSCAR, one for July and one for August of 2008, each
presenting real-world heraldic titles.  Check them out for an idea of
how to go about presenting such Letters.
