That's right. When we have a statement from the submitter, we tend to
accept their word for things. But for a heraldic will to be executed,
we normally expect some mundane proof of the death (though I think we've
also accepted the assurance of kingdom authorities on the matter). And
when a heraldic will has not been filed, we also need legal proof that
they are the mundane heir.
It's actually to protect her and her husband's memory from pranksters or
malice, rather than to cause her problems.
