[Submissions_heralds] Heraldic Wills and the lack thereof

Good cousins!

Back in May 2003, a member of my kingdom's populace passed away; there
was no heraldic will on file for this gentleman, and now in 2008, his
wife has requested the transfer of his armoury and name into her name
to protect them.

The letter requesting the transfer states as much, and I know that the
two people involved are indeed related by marriage (and that one is
deceased).  Is the letter that says "I'm this fellow's wife and legal
heir" (paraphrased) sufficient documentation to allow this transfer to
go through, or is there something more I would need of them?
