I go to _great_ lengths to avoid an administrative return, but had one 
last month that was beyond my ability to 'fix it', so I reluctantly 
bounced it; the trauma is still fresh in my mind, which is probably why I 
mentioned it.

Ditto on the warranting for Northshield. I suspect (but have no evidence 
one way or the other) that the policy is a result of one or two incidents 
(or people) where the local herald financial responsibility was not 
handled well.
