[Submissions_heralds] IKA

We're the same here, Reinholdt. Our Green Mantle only deals with returns for 
adminstrative errors. They just don't often do that.  :-)

It's interesting that in some Kingdom's the local group heralds deal with 
submissions and sending them in for their groups...we don't have that in 
Ealdormere because only Kingdom submissions heralds are warranted to deal 
with money.
