I find it very confusing to see "exchange of device and badge" when
there is, in fact, no exchange, but rather the release of one and
change of the other.

I did a search in the info.info file I e-mailed to Istvan some time
ago for "device.*badge" and then "badge.*device".  I find

    Change of badge to device

I think that would fill the bill nicely, with the disposition being
"Release Old" as aforesaid.  The blazon provided would be that of the
badge, the only thing being mentioned in the item header.

No rewriting of OSCAR needed.
